Swinburne’s Transition Plan – Executive Summary

Swinburne University of Technology’s requests of the Victorian Government:

1. Lilydale campus: In view of the public interest in ensuring that a future can be planned for the Lilydale campus site which is sympathetic to community aspirations for the future use of the site and contributes positively to productive economic capacity of the region,  Swinburne proposes either that the Victorian Government:

  •  acquires the whole of the site from Swinburne; or
  • assists the Shire of Yarra Ranges in acquiring the whole of the site from Swinburne.

Alternatively, if the Government does not wish to acquire the site through any of its agencies, Swinburne seeks confirmation that we can proceed to a sale outside of the public sector no earlier than 1 July 2013.

2. Prahran campus: In view of the public interest in ensuring that a future can be planned for the Prahran campus site that is sympathetic to community aspirations for the future use of the site and allows the site to be planned in a way that contributes positively to urban renewal, Swinburne proposes that the Victorian Government acquires the whole of the site, less that part on which the National Institute of Circus Arts will continue to operate.  Alternatively, if the Government does not wish to acquire the site through any of its agencies, Swinburne seeks confirmation that we can proceed to a sale outside of the public sector no earlier than 1 January 2014.

3. VET in Schools: To ensure that VETiS courses remain viable,   Swinburne would require an increase in funding of 30% in each band and an increase in the mandatory school contribution by 10%.

4. Certificate I in Work Education and Transition Education: To ensure that Swinburne can continue to deliver the Certificate I in Work Education and Transition Education at Wantirna in 2014, Swinburne would require specific-purpose funding of an additional $340,000 per annum.

5. CGEA and VCAL programs for disengaged youth: To ensure that Swinburne can continue to deliver these programs, Swinburne would require specific-purpose funding of an additional $180,000 per campus, per annum.

6. Sustainability courses: To ensure that Swinburne can continue to deliver these programs, Swinburne would require an increase of 20% on the old VTG rates, and VTG eligibility restrictions to be waived for these courses.

7. Theatre Arts courses: To ensure that Swinburne can continue to deliver these programs, Swinburne would require specific-purpose funding of an additional $1.4 million in 2014 and flexibility as to the location of future delivery.
